Інтегральна оцінка збалансованості взаємовідносин держави та суб'єктів малого бізнесу в контексті забезпечення інтересів розвитку

Abstract

Метою статті є дослідження взаємовідносин держави та малого бізнесу в контексті досягнення консенсусу інтересів. Методика дослідження. Аналітичний огляд економічної літератури дозволив визначити критерії оцінки збалансованості інтересів держави та суб’єктів малого бізнесу щодо розвитку. Таксономічний інтегральний аналіз сприяв оцінці впливу держави та малого підприємництва на розвиток один одного. Графічна візуалізація допомогла визначити основні тенденції взаємовідносин держави й суб’єктів малого бізнесу та встановити факт існування дисбалансів у їх взаємодії. Результати. Визначено особливості взаємодії держави та суб’єктів малого підприємництва в напрямі забезпечення інтересів їх розвитку. Установлено важливість податкових важелів у досягненні збалансованості взаємовідносин. Досліджено підходи до оцінки податкового навантаження на бізнес різними авторами. Проведено інтегральний аналіз оцінки збалансованості впливу держави та малого бізнесу один на одного. Практична значущість результатів дослідження. Науковою новизною є побудований алгоритм оцінки збалансованості інтересів малого бізнесу та держави щодо забезпечення розвитку. Проведене дослідження дозволило визначити необхідність організації співпраці в досягненні консенсусної комплексної стратегії країни.

The purpose of the article is to study the relationship between the state and small business in the context of reaching a consensus of interests. Methodology of research. Analytical review of economic literature allowed to determine the criteria for balancing the interests of the state and small business entities in order to development. Taxonomic integral analysis contributed to the assessment of the impact of state and small business on the development of each other. Graphical visualization helped to identify the main trends of the relationship between the state and small businesses and to establish the existence of imbalances in their interaction. Findings. The interaction of power and business involves is determined as complex of measures aimed at representing the interests of business in the government and regulating business activities in order to ensure integrated development. An understanding of the essence and features of the interaction between government and business is explored. The features of interaction of the state and small business entities in the direction of ensuring the interests of their development are determined. The importance of tax levers in achieving balance of relationships is established. The approaches to estimating the tax burden on business by different authors are investigated. An integrated analysis of the government's and small businesses balance in case of influence on each other is conducted. Practical value. The scientific novelty is an algorithm for balancing the interests of small business and the state with regard to development, which involves: the allocation of tax levers for the development of small business; substantiation of the consequences of small business influence on the development of the country; establishment the list of criteria for assessing the impact of the state and small businesses on each other; the use of integrated taxonomic analysis as a methodological tool for assessing the balance of relationships. The study made it possible to determine the need for cooperation in achieving a consensus comprehensive strategy of the country.
